The lmhosts can also modified when unable to access or encountering difficulties with a DNS server , help prevent access to a specific domain, or redirect the computer to a different location. The LMHOSTS ( LAN Manager Hosts) file is used to enable Domain Name Resolution under Windows when other methods, such as WINS, fail. It is used in conjunction with workgroups and domains. If you are looking for a simple, general mechanism for the local specification of IP addresses for specific hostnames (server names), use the HOSTS file, not the LMHOSTS file. The LmHosts service is using the lmhsvc.dll file that is located in the %WinDir%\System32 folder. If the file is changed, damaged or deleted, you can restore its original version from Windows XP installation media. I don't think you would run into the LMHOSTS file these days. It is (was) used for name to ip and name to service resolution in the days of NetBIOS. LMHOSTS is in function similar to the hosts file but also, as said, can map services unlike the hosts file. The syntax differs and is exemplified in the default LMHOSTS file.
This is usually caused by the file being open in another application somewhere so even if you open it as Administrator, it still won't work. It is quite common for various firewall/antivirus programs to locks the lmhosts file - I'd check if there are any settings in any programs like this that you may be using which are locking the file.
Lmhosts is more related to standard NetBIOS name resolution. The Browser service is a completely different kettle of fish. The Browser is a list of computer names on the network that populates Network neighbourhood.
